Development History

Financial services and asset management company, Legal & General (L&G), bought the main Rackhams/House of Fraser building from British Land in a deal announced in January 2015.

It subsequently acquired 43 Temple Row in 2018 and One Temple Row in 2024.

Planning permission was secured in 2019 for a largely office-led mixed-use scheme. However, the Covid-19 pandemic and subsequent changes in the commercial property market meant the proposals did not progress.

Since then, L&G has acquired the surrounding properties, creating the opportunity to consider the site more comprehensively. The current proposals therefore represent the latest chapter in its redevelopment aspirations and have been shaped alongside Birmingham City Council's wider Birmingham Central Heart vision, which aims to support the regeneration of this important part of the city centre.

L&G remains the freehold owner of the site, with Sphere Group acting as its development partner.
